Each individual file in the MoveIt! source code should contain a copy of the license. Gazebo is open-source licensed under Apache 2.0 Students can use both. For simulation, yes, Gazebo is the physic simulation I highly recommend. MoveIt! is the motion planning framework. For code, if you mean SDK code (on your workstation), the user can change or add things while connecting with Simulator then try it out by connecting with the physical robot.
